Clugg Nuggmin is a character in High On Life. He is the (former) Magistrate of Blim City.
Clugg has a thin body, that is domiated by an enormous, yellow egg-shaped head with one eye. Players can see his speech on a screen in the early game, and he appears again on TV after the Players defeated the first G3 officials. Eventually, they will have a personal meeting with him in the mission Meet Clugg.
From Clugg, the players receive access to Human Haven where the kidnapped humans can be warped to. Bounty Hunter can now upgrade the suit with the Human Rescue Device.
Clugg obviously has two sons, that show up at some point in the House to inform the Bounty Hunter, that Clugg would love to see them in his office.
After you defeat the game, you can go back to his office to collect a keycard. When you do, you can go to the Human Haven. Proceed until you see a window, go in the window and walk around until you find a room where there are dead humans everywhere. In one of the rooms, you'll see Clugg - chase after him to a room where you meet Dr. Gurgula. Dr. Gurgula will shoot Clugg for leading you there.
